Vatican II question about headscarfs for women in the Catholic church?

It was never more than a custom or convention - similar to the custom or convention (which still prevails) that men *don't* wear hats in church. Covering the head was, for women, a general sign of respect - you wore a hat when you went visiting people - which gradually died out, but survived in church slightly longer.
